You can’t comply with EPA National Pollutant Discharge Elimination System (NPDES) MS4 permits and reduce total maximum daily loads (TMDL) if you can’t determine illicit discharge sources. Dump Detective is a tool to help inspectors provide accurate, detailed reports so cities and counties and others reduce pollution and can protect surface and groundwater.

The NPDES permit system was  designed to prevent stormwater runoff from washing harmful pollutants into local surface waters like streams, rivers, lakes and coastal waters.

The NPDES regulates stormwater discharges from three potential sources: municipal separate storm  sewer systems (MS4s), construction activities, and industrial activities.
